What happened
On 30 August 2026, the government announced that the basic monthly BUDI MADANI RON95, or BUDI95, ceiling would be restored from 200 litres to 300 litres. The change took effect on 1 September. New Straits Times reported that more than 16 million users would be able to purchase up to 300 litres of subsidised RON95 each month and that the subsidised price remained RM1.99 per litre.
The 200-litre level had applied temporarily from 1 April. Malay Mail reported that the restoration took account of more orderly supply management, stronger enforcement, economic performance, government financial capacity and the needs of people who travel long distances or use vehicles to earn a living. The change was automatic for the basic monthly eligibility limit; the report did not describe it as a new cash application.
The practical effect depends on actual consumption. Malay Mail used a simple example: someone consuming 250 litres a month can now keep all 250 litres within the basic subsidised ceiling. Someone who normally buys only 100 litres still buys only 100 litres. Raising the ceiling does not credit every eligible person with the cash value of another 100 litres and does not mean every person will consume the maximum.
The official BUDI MADANI platform describes BUDI Rakyat as the government channel for eligible Malaysians to receive RON95 and diesel support. It allows users to check eligibility and transactions. Those live records matter because an individual question is usually about a particular month, purchase or identity record, not only the national announcement.
The legal insight: what law applies
The first distinction is between a ceiling and a payment. A 300-litre monthly ceiling sets the maximum quantity that can fall within the basic subsidised eligibility during that month. Petrol is still purchased. It is not a voucher for 300 free litres and the unused portion is not described in the reviewed sources as cash owed to the user. This is why multiplying 16 million users by 100 litres would not measure the actual extra subsidy cost.
The second distinction is between the subsidised price and the non-subsidised market price. The reviewed reports state that eligible BUDI95 purchases remained at RM1.99 per litre when the ceiling was restored. Malay Mail also noted that the non-subsidised RON95 price may change, so the value of the subsidy borne by the government can vary. Check the current official price instead of carrying an old weekly comparison into a later purchase.
The third distinction is between a public policy announcement and an individual eligibility record. The higher basic ceiling does not answer whether a particular MyKad record is active, whether a transaction was recorded correctly or whether a special category applies. The official BUDI platform provides eligibility and transaction checking. Preserve what it shows and the fuel receipt if you need a specific discrepancy reviewed.
The scheme also exists within a targeted-subsidy system intended to reduce leakage and smuggling. That purpose does not make every failed transaction an accusation of abuse. A failed or unexpected purchase may require a record check. The fair response is to verify the identity, date, quantity and transaction trail through official channels rather than assuming either wrongdoing or automatic entitlement without evidence.
BUDI95 and BUDI Diesel should not be mixed together. The same 30 August announcement also discussed a higher diesel allocation for eligible users, but diesel has its own eligibility and additional-litre arrangements. A 300-litre RON95 ceiling does not by itself establish a person’s diesel entitlement, and this article does not use one programme’s rules to fill gaps in the other.
How does this impact me?
For most motorists who use less than 200 litres a month, the restored ceiling may make no immediate difference. Your bill depends on what you buy, not the size of the unused limit. The change matters most to eligible users with genuine monthly consumption between 200 and 300 litres, including some long-distance commuters and small traders who depend on a vehicle.
A clean transaction record is the best protection against confusion. Keep fuel receipts at least until the official monthly record matches. If the portal shows a purchase you do not recognise, save the record without exposing your full identity number, note the date and station, and raise it promptly through a verified channel. Do not send one-time codes or identity images to an account that contacted you unexpectedly.
For household budgeting, calculate expected fuel use from real travel rather than assuming the whole ceiling is a saving. Record kilometres, typical litres and work-related trips. If your usage approaches 300 litres, compare the current subsidised and non-subsidised prices and consider whether reimbursable business travel or employer mileage records apply separately.
For a small business, the personal BUDI95 ceiling should not replace proper expense controls. Keep business-trip logs and receipts, separate personal and business mileage where relevant, and do not ask workers to share identities or route fuel through another person’s eligibility. A subsidy record and a tax or employment expense record answer different questions.
What this incident teaches us
The strongest lesson is to read subsidy numbers by unit and period. ‘300 litres a month’ is a quantity ceiling, while ‘RM1.99 a litre’ is the reported eligible purchase price. Combining those numbers carelessly can turn a maximum possible purchase into a fictional cash benefit. A worked example based on actual litres gives a more honest answer.
The implementation also shows why official transaction access matters. National announcements explain the rule, but disputes arise at the level of individual records. A reliable process lets a user see eligibility and transactions, retain a receipt and ask for correction without disclosing private identity details publicly. That evidence trail is more useful than an edited screenshot circulating in a chat group.

Do eligible users receive 300 litres of free RON95 every month?
No. The 300 litres is the basic monthly ceiling for eligible subsidised purchases. You still pay for the petrol you buy. The reviewed sources do not describe an unused balance as cash or free fuel owed to the user.
What happens if I normally use only 100 litres a month?
